Don't know for certain as I don't know how complex the unit is, but gut feeling would be that this would be a pretty easy modification to carry out.

Someone who knows their way around the inside of a welder should be able to confirm though.

I'm assuming that the gas release is by a simple valve actuated by the trigger on the torch - in which case all you're looking for is a delay before supply is enabled to the inverter to strike the arc. Devices to do this off the shelf (albeit more commonly for motors and the like - air conditioning compressors being the favourite so several don't start up at the same moment and trip breakers), so I'm sure it can be done.
