this isn't one of those unusual cars where the key has to be on??

if bulbs & fuses are okay,i would suspect switch.
take wires off switch,short together,if brakelights come on,replace switch.

A good lube for electrickery type thingies is crc 226, won't cause shorts or anything...not bad in lock barrels or for removing annoying squeaks either :D

Dont worry - you will not cause shorts with WD40, definately not in a 12V system. Maybe if we talk 12 kilovolts...

Both brake light bulbs blown?? Very unusual... I smell a rat... just dont know what type...

Have you done any measuring with the fine instrument Multimeter?

Are there more functions using the same fuse?

One has to bear in mind that Renault 5s are one of the cars with worse wiring than Ladas.

just short the 2 wires together off brake light switch,eliminate that before anything else.
