this isn't one of those unusual cars where the key has to be on??
if bulbs & fuses are okay,i would suspect switch.
take wires off switch,short together,if brakelights come on,replace switch.

Dont worry - you will not cause shorts with WD40, definately not in a 12V system. Maybe if we talk 12 kilovolts...
Both brake light bulbs blown?? Very unusual... I smell a rat... just dont know what type...
Have you done any measuring with the fine instrument Multimeter?
Are there more functions using the same fuse?

just short the 2 wires together off brake light switch,eliminate that before anything else.
